The FY 2008 CEDAP complements the FEMA National Preparedness Directorate’s other major grant programs to enhance regional response capabilities, mutual aid, and interoperable communications by providing technology and equipment, together with training and technical assistance required to operate that equipment, to public safety agencies in smaller jurisdictions and certain metropolitan areas.
The FY 2007 CEDAP provided equipment, equipment training, and equipment technical assistance valued at approximately $33.7 million to first responder organizations across the Nation. This competitive program is a direct assistance program, not a grant program, and FEMA will provide the equipment and technical assistance directly to the selected jurisdictions. This means that CEDAP awards are not monetary awards; applicants may select one item from the menu of available equipment choices, and successful applicants will receive the item they specified in their application.
Eligible applicants include law enforcement agencies, fire, and other emergency responders who demonstrate that the equipment will be used to improve their ability and capacity to respond to a major critical incident or work with other first responders. Awardees must not have received equipment/funding under the Urban Areas Security Initiative or the Assistance to Firefighters Grants program for which the Award Date is October 1, 2006 or later. Organizations must submit applications through the Responder Knowledge Base (RKB) website at www.rkb.us.

Deadlines: The application period for CEDAP 2008 will begin at 0900 EDT on Friday, May 30th, and continue until 1700 EDT on Monday, June 30th.

The 2008 CEDAP application process has begun. Now is the time to coordinate within your agency or department to best position your jurisdiction for a successful application through this program. Last year alone, DHS provided equipment, equipment training, and equipment technical assistance valued at approximately $33.7 million to first responder organizations across the Nation. This program is competitive but awards are only made to those agencies or departments that complete the application process during the allotted time period and who request equipment that both meets their jurisdictional needs and the strategies of their State Homeland Security Program.It is highly recommended that applicants begin the registration process as early as possible. Application guidance is posted on the responder knowledge base, www.rkb.us, and a general press release will be posted by FEMA with the dates and program specifics.
Equipment such as the NOMAD has been selected for the 2008 program so please check the RKB website for the NOMAD Crisis Incident Command and Resource Management System which can greatly strengthen a small jurisdiction’s abilities in the areas of regional response, mutual aid and interoperable communication capabilities.
